Consider the whole chain

ICAO’s Traveller Identification Programme takes a coordinated approach to traveller identification. Its elements encompass evidence of identity, travel documents, document issuance and control, inspection systems and tools, and interoperable applications. The framework makes clear that confidence at the border depends on connected processes.

Design the handoffs

For delivery teams, the important questions arise at the handoffs. How does an authorization connect with a traveller record? How is a document checked? What happens when automated processing cannot complete a transaction? These questions concern workflow and operational responsibility as much as technology.

Plan for the operator

A border or passenger-processing environment must also support the people operating it. An exception needs a clear route to review. An unavailable interface needs an understood response. A system change needs to be reflected in operating procedures and training.

Delivery perspective

The useful design unit is the coordinated environment. Identity, document verification, communications infrastructure and operational platforms need to be considered together. This connects investment in individual technologies with the wider process they are intended to serve.
